REDD+ report for Friday 9 December – 13:30
Reducing Emissions from Deforestation and forest Degradation and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries
 
Background:
·         Talks on REDD finance text continued until early morning for the second straight day
·         Disagreement centered on market mechanisms and how to address the concept of offsets and carbon markets
·         At least five options on sources of finance were on the table throughout the day
 
Developments:
·         Compromise language was put forward (by unconfirmed countries):
Ø …market based approaches could be developed by the COP
·         Australia and Japan introduced the word including, as follows:
Ø …market based approaches could be developed[, including] by the COP
·         Some countries (unconfirmed) disagreed with inclusion of the bracketed word “including” in text to be sent to ministers
 
Outlook: At the moment, the REDD decision on sources of finance lacks specific information on sources of finance.
