· Safeguards = 1) indigenous peoples and local communities must be protected; 2) biodiversity must be ensured; 3) governance must be strong

Today’s Outlook: How will developing countries pay to ensure these safeguards? To ensure investor confidence, talks this week on finance must be linked to international reporting system for safeguards, and accurate, truthful measurement of greenhouse gas emissions from deforestation and forest degradation

· Emissions from forests + peatlands + agriculture + grazing land
· The scam continues: Loopholes undermine emissions reduction and integrity of targets
· All significant “sinks” and sources of emissions must be mandatorily accounted for. This includes:
Ø Forest management: logging + conversion of natural forests to plantations = ½ billion tons annually
Ø Wetland drainage and rewetting = ½ billion tons annually
Today’s Outlook: Ministers get text with loopholes today. Loopholes have been recognized for two years: any fix this year?
